It depends on the state. Idaho does not tax Social Security benefits at all, regardless of income. Colorado exempts Social Security fully for residents age 65 and older, with a partial exemption for those age 55–64. Utah includes Social Security in taxable income but offers a credit that cancels out the tax for most single filers earning $54,000 or less and joint filers earning $90,000 or less. Arizona does not tax Social Security benefits at the state level. The One Big Beautiful Bill Act (OBBBA), signed into law in 2025, makes several Tax Cuts and Jobs Act provisions permanent starting in 2026, including the current tax brackets and a higher standard deduction of $15,750 (single) or $31,500 (married filing jointly). It also raises the SALT deduction cap to $40,000 through 2029, adds a new $6,000 deduction for taxpayers age 65 and older, and permanently sets the federal estate and gift tax exemption at $15 million per individual ($30 million per married couple). Because these changes affect retirement withdrawals, charitable giving, and estate planning differently for every household, our advisors help clients translate the new rules into a personalized tax planning strategy.
